NFPA 1914: Standard for Testing Fire Department Aerial Devices* provides the requirements and procedures for conducting a test of the aerial device on an apparatus, including aerial ladders, elevating platforms, and water towers.
Two levels of inspection and testing are defined in this standard:
The first level consists of visual inspections, operational tests, and load tests that should be conducted — at least annually — after major repairs or overhaul — following the use of the aerial device when the aerial device could have been subjected to unusual operating conditions of stress or load — when there is reason to believe that usage has exceeded the manufacturer’s recommended aerial device operating procedures.
The second level adds nondestructive testing (NDT) and is required to be done at least every 5 years and whenever the visual inspection or load testing indicates a potential problem or there is a desire to further confirm continued operational safety.
Major changes to the 2002 edition of NFPA 1914 include:
Clarified qualifications of inspection and testing personnel
Added inspection requirements for some components that were not covered previously
Editorially revised wording to clarify the intent of requirements
